
Actually, this is more true for clay teapots (for example, YiXing pots). It helps to keep the unglazed clay from drying out as well as raising the temperature of the tea pot.
For non-clay tea pots, a hot water pre-rinse is still recommended, as it raises the temperature of the pot so that it does not leech heat from the steeping tea.

Anytime is a good time to have a nice cup of tea. My personal favorite is licorice tea, but I don't only love tea! I also love tea cups, tea pots...and anything else that has to do with tea. Have a great whatever time or date it is, and have a wonderful pot of tea.
